You’ll need to execute a special power of attorney which designates any person as your special attorney/ representative. The Special Power of Attorney will need to be attested by the nearest Pakistan High Commission in your country of stay and sent via courier to your special attorney/representative in Pakistan.
Your representative shall have the express power to represent you before the court and to make statements on your behalf, in addition to the power to appoint a lawyer and sign suit documents. He must also have the power to appear and represent you before the Union council in order to file an application for the issuance of a Divorce Effectiveness Certificate.
If you want to get khula, your personal representative can eventually file a case in court. Once the khula decree is obtained, your lawyer can file an application for a divorce certificate from the Union Council where your Nikah was registered, or where you lived during your stay in Pakistan.
Under Islamic and Pakistani law, a Muslim husband has the right to initiate divorce through Talaq. However, the process must be carried out legally to be recognized by the authorities.

A Pakistani husband seeking a divorce must execute a written divorce notice. This can be done either by pronouncing three divorces at once or issuing one divorce per month. Under Pakistani law, there is no restriction preventing a husband from giving three divorce pronouncements in one go.
The written divorce must be prepared on a non-judicial stamp paper worth Rs. 200/-. Once executed, the husband must send a copy of the divorce notice to his wife.
Additionally, as per Pakistan’s Family Laws, the husband must file an application with the Chairman of the Union Council within seven (7) days of the written divorce. This is necessary for the issuance of the Divorce Effectiveness Certificate.
Upon receiving the application, the Chairman of the Union Council will:
If reconciliation efforts fail within 90 days, the Divorce Effectiveness Certificate is issued, and the marriage is legally dissolved under Pakistani law.
A Pakistani Muslim wife can only initiate divorce if she has been granted the delegated right of divorce (Talaq-e-Tafweez) by her husband in the Nikahnama (Marriage Contract). If this right is given, she can issue a divorce to her husband following the same legal procedure as outlined above.
In such a case, instead of the husband, the wife will:

If the wife does not have the delegated right of divorce, she must file for Khula through Family Court.
If a Muslim wife in Pakistan wishes to dissolve her marriage but her husband is unwilling to grant a divorce, she has the legal right to seek Khula (judicial separation). The Khula process is as follows:
1️⃣ The wife appoints a family lawyer, who prepares a Khula case based on her grievances and files a Khula suit in Family Court.
2️⃣ The wife must appear in court once to make a formal statement.
3️⃣ After hearing the case, the Family Court grants the Khula decree (dissolution of marriage).
4️⃣ Once the Khula decree is obtained, the wife’s lawyer files an application for the issuance of a Divorce Certificate from the Union Council where the Nikah was registered or where the wife temporarily resides.
This legally finalizes the dissolution of marriage under Pakistani law.
